El Niño Phenomenon

The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) dispelled the public’s apprehension over the destructive effect of the El Niño phenomenon now felt in the country.

After last month’s floods, the Philippines is now bracing for drought because of El Niño. A looming water shortage will affect hydroelectric power stations and lead to cuts. Manila has already experienced serious blackouts and also in the other places.


Wide areas of the Philippines have been hit by power cuts caused by low river levels from the El Nino climate phenomenon.

The National Grid Corporation of the Philippines says the power generation deficiency is due to very low supply of water needed to run hydroelectric plants.

Rotating power outages are being experienced in areas in the Mindanao region in the south and Luzon island in the north.

Officials say the situation could get worse as the summer season peaks in coming months.

The Persons Behind the Maguindanao Massacre


Nine members of the powerful Ampatuan clan are considered suspects in the brutal murders of 57 people in Maguindanao province.

Aside from Datu Unsay Mayor Andal Ampatuan Jr., the other suspects on the justice department's surveillance list are Maguindanao Gov. Andal Ampatuan Sr., Autonomous Region for Muslim Mindanao Gov. Zaldy Ampatuan, Nords Ampatuan, Maguindanao Acting Vice-Gov. Akmad Ampatuan, Datu Saudi Ampatuan Mayor Saudi Ampatuan Jr., Bahnarian Ampatuan, Sajid Islam Ampatuan, and Akmad Tato Ampatuan Sr.

"They are under investigation and under surveillance," the eight suspected Ampatuans not in custody. Immigration authorities had been alerted to prevent them from fleeing the country.

Maguindanao Massacre

The Maguindanao massacre, also known as the Ampatuan massacre (after the town where the mass graves were found), occurred on the morning of November 23, 2009, in the town of Ampatuan in Maguindanao province, on the island of Mindanao in the Philippines. The victims were about to file a certificate of candidacy for Esmael Mangudadatu, vice mayor of Buluan town. Mangudadatu was challenging Datu Unsay mayor Andal Ampatuan, Jr., son of the incumbent Maguindanao governor Andal Ampatuan, Sr., in the forthcoming Maguindanao gubernatorial election, part of the national elections in 2010. The 57 people killed included Mangudadatu's wife, his two sisters, journalists, lawyers, aides, and motorists who were witnesses or were mistakenly identified as part of the convoy.
